A: No. The v1.3.0 update includes the title keys for the DLC. However, you still need the actual DLC asset files. Most scene releases combine the v1.3.0 NSP with the DLC unlocker inside one file.
The conversation around NSP files becomes important for preservation. The physical cartridge of LA Noire is defective without this update. The cartridge contains the engine, but the game is literally unfinished on the plastic chip. Without the "Update" (which is really a 15GB patch), you cannot finish the Vice desk.
